New guidelines for arriving passengers from green and yellow countries -PAL

Flag carrier Philippine Airlines updated the guidelines for arriving foreign travelers following the expansion of “Red” list countries amid the threat of the Omicron variant.

According to PAL, the following protocols took effect starting Sunday, November 28:

Arrival protocols for GREEN and YELLOW countries or regions:

•Travelers from “Green” list countries are now subjected to the same quarantine and testing protocols for arrivals from the “Yellow” list classification except for countries under the “red” list.

• Travelers from Hong Kong shall comply with protocols for the “Yellow” list.

Overseas Filipinos or eligible foreigners from green and yellow countries:

• For fully vaccinated travelers with a negative RT-PCR test taken within 72 hours before departure:

  • Facility-based quarantine until the release of negative results
  • 3rd-day swabbing
  • Self-monitoring until 14th day from arrival

• Without a negative RT-PCR test:

  • Facility-based quarantine until the release of negative results
  • 5th-day swabbing
  • Home quarantine until the 10th day from arrival

• For travelers who are unvaccinated, partially vaccinated, or whose vaccination status cannot be independently validated:

  • Facility-based quarantine until the release of negative results
  • 7th-day swabbing
  • Home quarantine until the 14th day from arrival

“Inbound international travel shall not be allowed for all persons, regardless of vaccination status, coming from or who have been to Red List countries/regions within the last 14 days prior to arrival to any port of the Philippines,” PAL said in a report by ABS-CBN.

But, PAL said Filipinos planning to return to the Philippines may be allowed as long as it’s via government-initiated or non-government-initiated repatriation and Bayanihan Flights subject to prevailing protocols for red list countries which include:

•facility-based quarantine for 14 days
• testing on the 7th day, with day 1 being the date of arrival notwithstanding a negative RT-PCR result

PAL also said it operates flights to the following Green List countries:
• Indonesia
• Mainland China
• Hong Kong
• Taiwan
• Japan
• UAE
• Saudi Arabia

Meanwhile, PAL noted that passengers who wish to postpone their original flights could rebook, convert tickets to travel vouchers, or refund the ticket costs.
