Government workers are poised to receive a salary increase this year as the Department of Budget and Management (DBM) issues guidelines for the implementation of the Salary Standardization Law VI (SSL VI).
DBM Secretary Amenah “Mina” F. Pangandaman recently announced the release of the directives, emphasizing the prompt dissemination of the guidelines.
“Napirmahan na po natin ‘yung National Budget Circular at Local Budget Circular kanina pong umaga (August 12, 2024). Issued today and ipu-publish maybe tomorrow. And then pwede na po,” stated Pangandaman, underscoring that the development will allow government agencies to swiftly proceed with the necessary salary adjustments under SSL VI.
With President Ferdinand R. Marcos Jr. signing Executive Order No. 64 on August 2, 2024, Secretary Pangandaman instructed concerned DBM officials to expedite the completion of the guidelines and communicate the implications of the salary adjustments for government employees.
Under the SSL VI implementation, existing Personal Services funds will be utilized for the salary changes, with any deficits addressed through the Miscellaneous Personnel Benefits Fund (MPBF).
“We have earmarked P36 billion under the MPBF for the implementation of the first tranche of SSL VI this year. Meanwhile, in the 2025 National Expenditure Program, we have allocated some P70 billion pesos, also under the MPBF, for the second tranche and adjustments of the first tranche,” Secretary Pangandaman added.
The timely processing of adjustments retroactive to January 2024, inclusive of midyear benefits, is crucial. Secretary Pangandaman urged Human Resources departments within agencies to act promptly in disbursing the increases to employees, ensuring seamless implementation of the salary adjustments.
The SSL VI aims to enhance public personnel’s salaries to align with private sector standards, enhancing productivity, service delivery, and overall government effectiveness. This initiative reflects the administration’s commitment to the “Bagong Pilipinas” vision, highlighting comprehensive reforms for a stronger and more prosperous nation.
